You must have "Full Access" or "Limited Access - HQ Tools" permissions to create a group on a page.
Sign in and turn on Edit Mode.
Go to the page on your site to which you want to add the group.
Choose the Groups sub-tab.
Click Create New Group.
Input a Group Name, then search and choose which "members" you want to add to your group.
Click Create Group.
